Marlow Studios, a major film facility in Buckinghamshire supported by James Cameron, has been granted approval by the UK government after a thorough review, signifying a major advancement for the region’s creative industries. The approval follows an appeal process that considered various local concerns and marks a significant milestone for the James Cameron Marlow Studios approval.

On review by the Housing, Communities and Local Government department, under the leadership of secretary of state Steve Reed, the Marlow Studios project received the government’s backing. The project, estimated at £750 million ($986 million), had initially encountered resistance due to planning challenges and concerns about the intended development site, which is located in Buckinghamshire in the south of England. The developers submitted plans to build 18 soundstages and establish a skills academy, highlighting ambitions to make the area a central hub for film production.

“The decision is clear in its assessment that Marlow Studios will attract global investment, help the U.K. maintain its competitive creative edge, and will strengthen the West London film cluster.”
The Marlow Studios proposal attracted attention from notable industry figures. James Cameron personally advocated for the facility, as documented by the Financial Times in 2024, lending weight to the project by writing to the Buckinghamshire Council. Cameron’s Lightstorm3D company, known for technology development in filmmaking, is considered a potential resident, suggesting the studio could play a pivotal role both in the UK and Europe.
Addressing Local Concerns and Planning Challenges
The approval by Steve Reed overturned an earlier decision by Buckinghamshire Council to reject the application. The council’s refusal had cited concerns such as possible inappropriate development on a protected greenbelt area, insufficient sustainable transportation for future staff and visitors, and the impact on local traffic systems. In its final judgment, the government determined that the benefits to the region’s economy and the creative sector outweighed these issues.
Victoria Du Croz, partner and head of planning at Forsters law firm, emphasized the complexity of the decision in light of greenbelt protections.
“While Steve Reed’s decision notes that the development of the film studio would cause potential harm to the Green Belt through inappropriateness and openness, the decision gave greater weight to the wider benefits to justify this development in the Green Belt, including its alignment with the growth agenda given it would attract global investment,”
said Victoria Du Croz, head of planning and partner, Forsters law firm.
The Significance for the UK Film Industry
The region surrounding the M25 motorway, where Marlow Studios will be located, already hosts several active film studios and is recognized for its substantial contribution to creative industries in the UK.
“The areas around the M25 is a hotbed of film studios and it is perhaps telling of the strength of the U.K.’s creative industries that when the devastating LA fires hit in January there wasn’t a single film in production in LA’s studios, but the U.K. studios were already busy.”
